Selangor DVS records statements from suspect in Rocky’s probe
The Selangor Department of Veterinary Services (DVS) has recorded statements from a suspect and several witnesses in its investigation into the death of a pet dog named Rocky in Klang.
In a statement on 2 August, DVS said the suspect and witnesses were summoned on 1 August to have their statements recorded under Section 112 of the Criminal Procedure Code (Act 593). A police report was also filed by the department’s Animal Welfare Team after receiving Rocky’s carcass, [NST](https://www.nst.com.my/amp/news/nation/2026/08/1502609/dvs-files-police-report-records-statements-rocky-abuse-probe) reported.
The case is being investigated under Section 29(1)(e) of the Animal Welfare Act 2015, which provides for a fine of between RM20,000 and RM100,000, imprisonment of up to three years, or both upon conviction.
DVS received multiple complaints through the MyAnimalWelfare system on 30 July after a video of the incident went viral. Preliminary investigations found the incident took place at 10.50pm on 29 July at Taman Teluk Gedung Indah, Port Klang, during a stray dog capture operation conducted by the Royal Klang City Council (MBDK) with assistance from residents.
“The Selangor veterinary services department guarantees that the investigation will be conducted holistically, fairly and without prejudicing any party,” DVS said, as reported by [FMT](https://www.freemalaysiatoday.com/category/nation/2026/08/02/statement-taken-from-suspect-linked-to-rocky-s-death).
The Klang city council has defended its officers’ actions. The council said the woman acted aggressively by attempting to cut the noose used to restrain the dog and threatening to harm herself if it was not released. It said the commotion made it difficult for officers to loosen the rope and confirmed that Rocky died during the incident.
