Penang is creating dedicated spaces for dog owners, with two new pet-friendly parks planned on either side of the state. Authorities and animal welfare groups are working to build safer spaces for pets while promoting responsible ownership.
On the mainland, the Seberang Perai Society for the Prevention of Cruelty to Animals (SPCA) is transforming part of its shelter in Juru into a dog park where canines can exercise and socialise. The 0.2ha facility, estimated to cost about RM15,000, will feature artificial turf, improved drainage, pet play equipment, gazebos and a swimming pool for dogs.
SPCA shelter manager and treasurer Richard Ong said the project gained momentum after a donor funded fencing for the site last year. The society has also applied for funding from Batu Kawan MP and Penang Chief Minister Chow Kon Yeow to help complete the park.
On the island, the Penang Island City Council (MBPP) is considering designating Casa Permai Central Park in Tanjung Bungah as the state’s first recognised pet-friendly public park. The 1ha park has long been used by pet owners, and the proposed designation would introduce guidelines requiring owners to clean up after their pets, keep them under control and practise responsible ownership.
MBPP councillor Lee Seng Hwai said the council’s neutering programme had sterilised more than 8,000 free-roaming dogs between March 2018 and May this year. He said responsible pet ownership, including licensing, vaccination and sterilisation, remained crucial in controlling the stray population.
The initiatives are part of wider efforts by local authorities to manage animal welfare issues, including expanding trap-neuter-return-manage programmes to reduce stray dog populations.
