Penang to Review RM1b Jelutong Landfill Project After Fifth EIA Rejection

The Penang state government will review the future of the RM1 billion Jelutong landfill rehabilitation and reclamation project at its next Executive Council meeting, following the fifth rejection of the project’s Environmental Impact Assessment.

Penang Development Corporation (PDC) will table its recommendation at the Exco meeting. Chief Minister Chow Kon Yeow said PDC needed more time to prepare its presentation.

“PDC needs some more time to prepare. They have not presented yet,” he told reporters.

The project is a joint development between PDC and PLB Engineering under an agreement signed on 21 February 2020. Four extensions have been granted since then, with the latest expiring on 26 February 2026.

Former Chief Minister Lim Guan Eng has questioned why Chow has not cancelled the project despite the repeated EIA failures and missed deadlines.

The EIA rejection has stalled the project for years. The rehabilitation and reclamation of the disused landfill was meant to transform the site into usable land, but the repeated setbacks have raised questions about its viability.
