RM745,000 upgrade breathes new life into Penang’s iconic Rifle Range Flats

Penang’s oldest public housing scheme, Rifle Range Flats, is set to receive RM745,260 in upgrades under a state-led initiative to improve safety and living conditions for its ageing residents.

The Rifle Range Flats, colloquially known as Pak Cheng Por (Hokkien for “shooting range”), have stood since 1969 as Penang’s first mass public housing project. Built by German firm Hochtief and local contractor Chee Seng using the French Estiot system of pre-cast concrete, the development comprises nine blocks housing 3,663 residential units, 65 shoplots and 13 utility units.

Penang Chief Minister Chow Kon Yeow said the flats were among the earliest social housing projects in the state and that residents had lived there for more than 50 years. “My concern is how we can transform it into a more conducive environment,” he said. “Many would not want to leave their close-knit community. It is a challenging task, but upgrading and repair works need to be done.”

The bulk of the allocation, RM745,260, has been channelled towards rewiring common areas in Block H, including corridors, staircases and lobbies. The project, funded by the Housing and Local Government Ministry under the Public Housing Maintenance Fund, also covers the installation of energy-efficient and emergency lighting systems to meet current safety standards. Works are ongoing and targeted for completion by August 2026.

A separate allocation of RM200,000 has been set aside for repairs to the fire pump house system in Block G. Technical inspections are currently underway to ensure water pressure and pump systems remain optimal, so that sprinkler and hose reel systems function effectively in an emergency. These repairs are scheduled between June and December 2026.

Kebun Bunga assemblyman Lee Boon Heng said the upgrades would improve safety and comfort for residents. “These upgrades will improve safety and comfort, while repairs to the fire pump system will enhance emergency preparedness for four residential blocks,” he said.

The Penang Housing Board (LPNPP) is leading the infrastructure upgrades on behalf of the state government. During a recent site visit, Chow and Lee met senior citizens living alone to better understand their daily challenges.

The flats, home to a large population of senior citizens, many living alone, have long grappled with faulty lifts that operate on alternating floors, drainage problems and dimly lit common areas. A fire broke out on the 14th floor of Block G in October 2025, underscoring the urgency of the safety upgrades.
