Penang Unveils Innovative and Affordable Townhouse Solution for Homebuyers

Penang is undertaking a significant initiative in affordable housing, with several large-scale projects and new initiatives aimed at addressing the housing needs of its population. One of the most notable developments is the launch of Malaysia’s largest affordable housing project, dubbed Rumah Bakat Baru Madani, a joint venture between SkyWorld Development, the Penang Development Corporation (PDC), and PDC Properties. This project will deliver over 35,000 affordable housing units, priced between RM225,000 and RM420,000, targeting households from the B40 and M40 income groups

The project spans two prime plots of land, one in Seberang Jaya and the other in Batu Kawan, which are crucial areas in Penang’s economic landscape, particularly within the electrical and electronics sector. Seberang Jaya has evolved into a bustling township with robust infrastructure, while Batu Kawan is identified as Penang’s emerging “Silicon Valley of the East”.

Prime Minister Datuk Seri Anwar Ibrahim, who attended the signing ceremony, emphasized the urgency in building affordable housing, stating, “If Kuala Lumpur can have an affordable housing project launched 45 days after signing previously, I’m sure Penang can, too. There is urgency when it comes to building affordable housing for the people.”

This project aligns with the federal government’s commitment under the 12th Malaysia Plan to deliver 500,000 affordable homes by 2025. Housing and Local Government Minister Nga Kor Ming noted that with 89% of the current target, or 443,000 units already secured, the goal is well within reach.

In addition to this massive project, Penang has been actively working on its affordable housing initiative, which will be rebranded as Rumah MutiaraKu (RMK) starting January 2025. This rebranding aims to instill a stronger sense of pride and ownership among recipients. The state government has provided over 170,000 affordable housing units so far and targets 220,000 units by 2030 as part of its Penang2030 vision.

Datuk Seri Sundarajoo Somu, Chairman of the State Housing and Environment Committee, highlighted that as of October 2024, 162,689 units are in various stages of development, including 51,680 units ready for construction, 22,456 under construction, and 88,553 in the design phase. The state has also set a maximum household income limit of RM20,000 for open market applications to ensure that subsidised housing benefits the intended groups.

The RMK developments are required to meet rigorous quality standards, including the Construction Industry Development Board’s (CIDB) Qlassic standards with a minimum score of 70%. Buyers will also benefit from a 24-month Defects Liability Period (DLP) during which developers must address any defects in new housing units.

Penang’s affordable housing projects are spread across various locations, including Tanjung Tokong, Georgetown, Sungai Ara, and others. Projects such as Dahlia @ Botanica.CT in Balik Pulau, Juru Hills in Juru, and TreeO in Sungai Ara are among the many developments underway. These projects offer a range of amenities and are strategically located to provide convenience and accessibility to residents.

Penang’s efforts in affordable housing are multifaceted and ambitious, reflecting the state’s commitment to livability and socioeconomic growth. With significant projects like Rumah Bakat Baru Madani and the rebranded Rumah MutiaraKu initiative, Penang is on track to meet its housing targets and provide quality, affordable homes for its population.
