Cruise Industry Now a Pillar of Penang’s Economy, Says PPC Chairman

The cruise industry has become a key pillar of Penang’s economy, according to Penang Port Commission (PPC) Chairman Datuk Yeoh Soon Hin.

Speaking at the Global Maritime Economics Conference (GMEC) 2026 Gala Dinner in Kuala Lumpur on 24 JUNE, Yeoh said cruise tourism delivered broad economic spillover effects across multiple sectors.

Data for the first quarter of 2026 showed cruise passenger movements hit 372,903, a 39.55 per cent increase year-on-year. The port recorded 201 vessel calls in the same period.

Yeoh, who also serves as Deputy Chairman of Tourism Malaysia, said every cruise ship calling at Penang created value far beyond the port itself.

“The economic benefits extend to multiple sectors and communities throughout the state,” he said, pointing to tourism, transportation, food and beverage, and retail as key beneficiaries of what he called the “shore economy.”

Transport Minister Anthony Loke views the cruise industry as a catalyst for national economic growth and Visit Malaysia Year 2026. For the first time, Tourism Malaysia has extended its RM50 million International Flight and Charter Incentive Programme to include the cruise sector, incentivising international operators to establish or expand routes to Penang.

The PPC and Ministry of Transport are now pushing three priorities: promoting premium cruise tourism, encouraging operators to use more local resources, and enhancing shore experiences to increase visitor spending.

Yeoh said Penang’s cultural heritage, strategic location, and well-developed port infrastructure positioned it as a leading regional cruise destination.

“The future of ports extends beyond traditional cargo-handling functions and is evolving into integrated platforms that connect logistics, tourism, technology, and sustainability,” he said.

GMEC 2026 was organised by the Maritime Institute of Malaysia (MIMA) and attended by delegates from over ten countries.
