Malaysia Targets 81% of Patients Treated Within an Hour by 2027

The Ministry of Health is targeting 81 per cent of patients to receive treatment within an hour through the PERSADA programme, with full implementation expected by the first quarter of 2027.

Health Minister Datuk Seri Dr Dzulkefly Ahmad said the National Digital Health Ecosystem and Connectivity Catalyst (PERSADA) would increase digital connectivity at health facilities, cutting waiting times and smoothing the patient journey.

Current data shows 63 per cent of patients receive services in under 30 minutes, while another 18 per cent are seen within 30 to 60 minutes.

“The digital transformation efforts being implemented by the Ministry of Health have begun to show encouraging results. As of April 2026, a total of 4.21 million individuals have been registered in the digital health ecosystem,” Dzulkefly said after signing the Memorandum of Understanding between MOH and the Malaysian Communications and Multimedia Commission (MCMC).

More than 22.41 million digital transactions have been recorded, averaging around 75,000 per day.

The MoU was signed by MCMC chairman Tan Sri Mohamad Salim Fateh Din and MOH secretary-general Datuk Seri Hasnol Zam Zam Ahmad, witnessed by Communications Minister Datuk Fahmi Fadzil and Dzulkefly.

Dzulkefly said more than 2,000 health clinics will gain access to the Cloud-Based Clinical Management System (CCMS), supporting the rollout of electronic medical records that allow patient data to be accessed across hospitals and public clinics.

Currently, 500 clinics out of more than 3,000 nationwide have digital access. Labuan and Langkawi have achieved full connectivity.

PERSADA focuses on four main initiatives: improving internet coverage at public health facilities, strengthening electronic medical records, expanding telehealth through the Malaysia Virtual Health Assistant System (MyVAS) integrated with NADI centres, and exploring drone delivery of medical supplies to hard-to-reach areas.
