Penang JPJ Seizes 38 Luxury Cars Including Rolls Royce for No Road Tax or Insurance Coverage

The Penang Road Transport Department (JPJ) has confiscated 38 luxury vehicles valued at more than RM10 million during ‘Ops Luxury’, targeting vehicles without valid road tax (LKM) and insurance. Penang JPJ Director Zulkifli Ismail stated that the ongoing operation, initiated in June, focused on luxury vehicles failing to comply with legal requirements on the road.

“The seized luxury vehicles include Rolls Royce, Porsche, Mercedes Benz, BMW, and Ferrari, all of which had no LKM and insurance for between six months and more than two years but were still used on the road,” said Zulkifli. According to inspections, the Rolls Royce, valued at over RM3 million, had the highest annual road tax value at RM54,000, which had not been paid for a year. The total unpaid road tax for all confiscated vehicles amounted to RM77,400, he reported at a press conference held at the Penang JPJ office.

Zulkifli indicated that the vehicles belonged to both companies and individuals, including company owners, corporate members, businessmen with ‘datuk’ titles, and doctors. In some cases, family members or company employees were driving the vehicles when stopped by authorities.

He stressed that such actions lead to a loss of national revenue and pose risks to other road users, especially in the event of an accident. The most frequent reason given by owners was forgetting to renew the road tax. All confiscated vehicles are being held at the state JPJ office until owners settle the summonses and renew the necessary road tax and insurance, regardless of whether they possess complete and valid ownership documents.

“They were seized and are being investigated under Sections 23 and 90 of the Road Transport Act 1987. The operation will be continued to ensure all vehicles comply with the regulations,” Zulkifli continued. “We are not fighting against luxury vehicles, but this enforcement is important for the safety of road users because if an accident occurs involving a vehicle without insurance, it will cause problems for both the owner and the third party,” he stated.
