The government has decided for Penang to enter Phase Two of the National Recovery Plan (NRP) on Wednesday (July 7), according to Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob.
He stated that today’s special meeting of the National Security Council (MKN), chaired by Prime Minister Tan Sri Muhyiddin Yassin, evaluated a presentation on transitions for states under the NRP while taking the states’ threshold values into consideration.
According to him, the decision to enable Penang to go on to the next phase was taken after it met the three key threshold value indicators, with the average number of daily instances recording 9.5 cases per 100,000 people for seven days, which is less than the threshold value of 12.2 cases per 100,000.

In addition to allowed sectors in Phase 1, here are the sectors that are now allowed to operate in Phase 2.
Manufacturing Sectors (up to 80% capacity)
- Automotive (vehicles & components)
- Ceramic
- Cement
- Rubber
- Metal & Steel
- Furniture Factories for export only
Construction Sectors (up to 80% capacity)
Provided employers had fully vaccinated all workers and comply with all transport and lodging SOPs.
Trade Distribution Sector (8am – 8pm)
- Bookstores & Stationaries
- Computers & Telecommunications
- Electrical Products
- Hair Salon (basic hair cutting only)
- Car Wash
Sports, Leisure & Recreation (6am – 8pm)
- All individual sports & recreational activities without physical contact and with physical distancing of at least 2 to 3 meters.
- Only outdoor activities allowed with a limit of 10km radius from home.
- Individual activities like jogging, exercise, taichi, cycling, skateboarding, fishing, equestrian, archery, hiking, tennis (singles), golf, motorsports and alike.
